Excellence Scholarship for International Students (MES) - Master's Research Scholarship at Laval University 2026

The Ministry of Higher Education (MES) offers these scholarships to support the internationalization of research activities in higher education institutions in Quebec, to attract the best foreign students and, finally, to promote the influence of Quebec universities.

Requirements

To be eligible for the Excellence Scholarship Program for International Students (PBEEE), you must first find a supervisor at Université Laval who will agree to supervise your work. To help you with this process, you can consult the Université Laval website .

IMPORTANT:  To submit an application, you must have been registered for a maximum of 3 full-time sessions (1 year) or less in the master's program before May 1, 2027. Sessions already completed in a master's program (or equivalent) are included in the calculation of the number of sessions*. 

Candidates admitted to the doctoral program after completing a bachelor's degree, and those who are pursuing an accelerated doctoral path without having submitted a thesis, must apply to the doctoral scholarship competition for funding during their third, fourth, and fifth years of graduate studies (between the seventh and fifteenth semesters). In this case, candidates may first apply for a master's scholarship (VM) to receive funding for the first six semesters of graduate studies (students must have applied for admission to the doctoral program or be a student at Université Laval to be eligible).

To be eligible for this program, you must not have submitted an application for permanent residence under Canadian immigration laws by the closing date of the final FRQNT selection, which is November 1, 2026.

In addition to the eligibility criteria mentioned on the FRQNT website , Université Laval adds further eligibility criteria:

• Minimum average of 3.67/4.33** for the last bachelor's degree program, or equivalent diploma, completed or not;
• At the time of application, you must have submitted an application for admission***  to a graduate program at Université Laval OR be a student at Université Laval
